However, I note that there is provision in
Section 14 for suspending the operation of the
Ordinance, and that in the debate on the Second
Reading of the bill the Attorney-General made
it clear that the legislation was intended to give enabling powers to meet emergency as and
when it arises. I attach importance to this
limitation, and should not wish the Ordinance
to be used merely as a convenient method for

(in cases which should broperty the dealt with ébouring the deportation ef
or to be
kept in force when there is no longer any like-
lihood that its provisions will be needed. I
should therefore be grateful if you would report
after the Ordinance has been in force for a year
what use, if any, has been made of it, and whether
it can prudently be suspended.
